A buyer continuously messaged me but he didn't tell me what he wanted. I tried to find what he wanted to do by me but I failed.

He just sent me two website links and says that he got sales.

Maybe an issue with communication. If you think the buyer is wasting your time, just block and move on.

as milos_siena already said, he's trying to promote his off-fiverr business. In that case, he is violating fiverr TOS. So, you can report him.
