The best advice I could give you would be not to lie about your qualifications. If you lie about fluency, people will assume that the rest of you claims are also fake.

I am certain that there is a huge difference between a full buy out, which means that there are no additional fees required to keep using the work on an ongoing basis, and a "non compete" clause, which specifies that you won't work for a competitor for a certain period of time.
