This is from Fiverr Staff. So NO, you are wrong. It doesn't matter if you stay online or not. What matters is gig and account performance, if your customers are happy.

Less impressions and clicks are actually associated with your gigs so it's all about your gigs that are they good enough to attract buyer's attention and getting orders? If you are getting less impressions/clicks then you need to optimize your gigs further i.e. currently, your gigs are very poor and nothing good there means not attractive to grab buyer's attention so you need to work on it as well as improve gig descriptions.
