PROBLEM

I am new on Fiverr. I already created 2 gigs. But there is a problem, I am not getting buyer requests last 3 few days.  I am a level one seller in another account, but I deactivated this because of my bad review. What can I do for getting buyer request??

As a new Freelancer, you need to make use of all 7 new gigs to get more buyer requests. When you will upload 7 gigs Fiverr will give you more priority. Make gigs with different categories. Make the same gig in which you specialize but in different categories.

First of all, why would you deactivate an account over a single negative review? This undoes all of your hard work that it took you to get to Level 1. The best thing a seller can do after receiving a negative review is to provide an appropriate response to that negative review. Often a seller's response to a negative review shows a prospective buyer much more than a profile with only positive reviews. I might choose to buy from a seller with a negative review simply because I was impressed with how they responded to the negative review. So don't throw your gig out the window over a negative review.

You will now have to build your account in the same way that you built up the last one. And don't base your whole business on buyer requests. There are other ways to get orders (see below). Also, do what you can to make your gig relevant in search.

Fiverr does no such thing. Seven gigs just means that you've created seven gigs. It does not give you better search engine placement.

To receive more customer requests as a new Freelancer, you must use all 7 new gigs. Fiverr will give you higher priority when you submit 7 gigs. Create the same gig in several categories, yet within your area of expertise. Try to be active 24/7 and check buyer requests from time to time.

No, not even close. Creating gigs and staying active does nothing about the requests. 

If you are doing this, you are going to end up in a trench without any order.

Fiverr updates your rating regularly, so you bury bad reviews with good ones.

Also, if you think the review is very unfair, then put a polite reply explaining your side.

Honestly 100% good reviews can look a but shady.

Sometimes buyers request shows after you refresh the page, you can refresh it. Moreover, join Facebook groups regarding your services e.g. if you are offering "web development services" you can join groups named as "Web development projects" or "Web development freelancers" (These are just some dummy names to make you understand. 

In these groups, people often post about their requirements of web developing projects. You can contact them and bring them to you Fiverr gig to make them buy your gigs. 

You can check THIS video from "Online Freelancing Essentials: Be a Successful Fiverr Seller" course which is a free course by Fiverr and it is very helpful for beginners as well as experienced sellers on Fiverr.

Fiverr is more congested these days then it was a few years ago as corona affected the markets and more people are finding jobs and projects on Fiverr. It gets tricky to find clients so the best practice is to try bringing as many clients from Social media to you FIverr gig as possible.
