If Buyer didn't response, best solution is contact FIverr CS, ask them to cancel the order without penalty. 

Explain that Buyer is misbehave, didn't provide any information and not respond to any message.

Hopefull CS can help you cancel the order without getting penalty.

I would suggest waiting some time because the buyer might have sudden emergencies or some problem that might be causing the buyer not to reply but if the work requires the time that you're losing then reaching out to customer support will be a good idea.
