How to Report a Seller

I can't figure out how to report a seller that I have not paid for an order on fiverr, but I paid the seller outside of fiverr. And seller didn't even start on the order.

I'm really curious about this official response.

It's against Fiverr's TOS to make orders or payments off the platform. How does Fiverr 'help' in this situation? By banning all accounts involved?

So, the fact is that it is a bit complicated situation. That is why it is best for him to contact CS providing all the details about this issue. The rules of ToS are clearly stated and CS will decide how to handle this issue.
