Payment withdraw Issue

when I am trying to withdraw my payment, it shows “You don’t have enough gains for withdrawal.” What does it means or how can I withdraw my payment?
I am level one seller and spend a lot of time here, first time facing any problem, please help.

Payoneer, same method that I used before.

I did nothing, I just send request to customer care, but before there reply the problem resolved itself automatically after 5 to 6 hours.
