Google might use your IP address to guess where you are and give you local results.For example, Google could use your IP address to give you the weather forecast for the town you’re in when you search for weather.So this is how Google uses IP addresses, to guess where you are located, not to track each user and match their IP to if they have looked at a certain page or done a certain search. One incognito and one in the normal browser to try and understand if browsing history also plays a role etc.It might not be conclusive but we should be able to get a little insight.
