It's flagged because you created more than one account from the same ip/device or they found similar emails or profile pictures or a combination of these factors. Usually their decision is final.

No.. The screenshot clearly states that your account is flagged therefore you are unable to qualify for level systems.

Have you considered not using Fiverr's logo as your profile picture? And using your own photo instead?

It could be the reason why you're flagged. I mean, using Fiverr's logo as your profile picture when you're not Fiverr staff is definitely a severe violation of Fiverr policies.
