In such situations, I try to understand the client's nature. I mean as a seller we need to understand the buyer's nature and behavior like client mentality is cheap or business professional who can spend more for quality work.

If the client is professional then you can explain the exact situation but if the client is cheap-minded then you have to give more because he can give you bad review also..

If all the information is clear send an offer. If the information is incomplete then message the buyer is best option if you want to avoid further dispute

Always respond to the message even if it's spam. After responding to the message, block them.

At first, How did you identify a buyer who is fake without talking?

You have to talk politely and when you understand he/she is a fake buyer then you have to convince him/her that you are busy and aren't able to start a new job.

I think if you follow the rules then your response rate doesn't affect.

First reply to the message, then if you see it is a fake buyer then you should block it

You cannot tell whether a buyer is a red or not without communicating. Have conversation with the buyer, and if you feel like he's asking for something that violates Fiverr's TOS, or trying to do any kind of scam, you can block them and report them to Fiverr.

First, you need to confirm that the buyer is a fake buyer. Then you give a short reply. Given reply is important for your inbox response rate. Then you can block the fake buyer.

No more green dot is visible on clients profile in fiverr mobile app,  even they are online. What's the issue?
