Question about "create and offer" fee amount difference while making an offer to a customer

Hi, I got my first order enquiry and I made an offer by putting an amount of 20 USD in "create an offer" dialog box. However, when the offer was sent to the customer through Fiverr inbox, it showed 21 USD. I need to understand why the increased difference in the amount is shown. I understand Fiverr takes 20% of my earnings on every order; is there any relation to this or how does it work? The rationale behind this increased difference when the offer was sent, will help me decide me fee while placing offers going further.
