Can I create a free service?

I want to get some practice in voice acting. Could I offer a free service on fiverr? Not for reviews or anything. Just to be able to work on the skill?

No, fiverr does not allow that. I suggest you learn by volunteering somewhere and wait to set up your gig till you know what you are doing, or you may get some bad reviews.

Fiverr is not a place to get practice. It is a place to offer professional skills you already possess. Buyers don't want to hire someone who is still practicing things. They want to hire professionals who know their craft, and can provide top-quality skills that get things done for them.

I advise you to master your skills, before you try selling them to others. You'll have a far better chance at success by doing so.

As has already been noted, this is not possible. Fiverr is a for-profit website. Sellers offer skills here in order to earn income.
