Want to cancel order for technical issues. Will cancelation affect my RATE?

Hello, I have an order for Facebook ads but the problem is there have some technical issues with the buyer Facebook ad account. As a result, I can not get the results of what the buyer wants. Also, I can not find a solution to that issue yet.

In this case, I want to know if I cancel the order from the resolution center by choosing the option “Due to personal/technical reasons, I cannot complete the work”. Will it affect my completion rate?
