Yes, which is why many sellers stopped reporting others sellers. I also don't see a way to report/flag a suspicious seller anymore. It has always been a valid reason. As freelancers we should have the option to not work with someone we do not want to work with. As has already been stated in this thread, that doesn't necessarily mean they've broken a rule. You don't have to break a rule to be difficult to work with, so it seems a bit excessive to have to report someone for the simple offense of being annoying.
