When you use VPN, your location will be changed. And that will be a suspicious activities and it's under fiver TOS violation. So, avoid using vpn and use real location

This is not right that Fiverr will block you! But regular VPN using is not correct. Better way you can use VPN to other browser and set that browser only changed. So other browser will same as your original location.

Because I need to relocate to a different place, should I use a VPN to point servers in my initial place?

Just update your location and timezone to match with your real location and drop a mail to support informing them about permanent re-location. 

Honesty is often the best policy.
