When is the Pro Verify feature give from fiverr??

Fiverr Pro applications are open for everyone. However, to get the role, you will have to get your application approved by Fiverr staff and they will evaluate it based on your answers answered in the application form. In the application form, you will be asked some questions related to your experience and projects you've worked on. So before applying, make sure you have a good amount of experience and worked on some notable projects.
