You could have opened a ticket. Maybe the support team would look into your chat history and find enough evidence that the buyer was looking for free work etc.

There is no need for a buyer to ask you that. The whole communication can and should be done through Fiverr. If the buyer is persistent in doing chat/job outside Fiverr, you can report him.

This is very true. I would only add to your no. 10 that although the Fiverr mechanism of "punishing" sellers with losing rank might seem unfair from case to case, it is never intensional. The system itself just isn't perfect, which is understandable.

You can add a bank account or paypal. But you don't have any gigs on your 8 year old fiverr account. Could you explain this please ?
