I think what the folks are telling you is that the seller cheated the system. He said “DELIVERED” when in fact it was not ready. This way, Fiverr thinks he delivered on time but alas, he did not. That is not suppose to happen.

Maybe he testing your app after finish. Tell him to STOP testing and give app… Btw you will have to test it yourself
