10$ keeps showing in my balance although i made the order for 40$. why not transferred?

besides a freelancer fragglesrock, a statistician stole my money with nothing in return…is there a way for a refund?

From Fiverr TOS, Buyers section:

If you have funds in your account balance, it will be automatically applied to your next purchase, but only in the event that your balance covers the entire purchase amount.
