Buyer asks me to change name, address, date & amount on NV energy bill. should I accept this job? Is this against fiverr rules?

It's not just against Fiverr's rules, it's a crime in any country of the world. The type of crime you'd go to prison for.

I'm surprised an adult doesn't know that forgery is a crime.
