how I Can show 1 option at a one time but use both. like if I order below 100 AED just shows me delivery charges but when my order accessed 100 AED then shipping.

You have multiple option to archive this functionality on your website.

1. User Flexible Shipping (easy method)
2. Do it by "Shipping Classes"
3. Do custom coding

again also recommended by @happydesk Flexible shipping plugin works in most cases, can you share a screenshot of the settings page you have configured the plugin?
