Buyer ask to work and pay after complete

Hi, I am a new seller on Fiverr and I got my first buyer, he asked for examples before we can start the work, I send him the examples and he was satisfied with them and asked me to start the job but he said that he won't want to pay until I finished all of the work and refused to accept the custom offer I offered him and tell me again that he wants me to finish my work first then pay

Is that normal? and how can I guarantee my right?

It's advisable not to start until he accepts the custom offer. Else, there's no guarantee you'll be paid and Fiverr can't protect you at that point.
