Fiverr has changed so much in the last couple of months. Where do I find people looking to hire me on here?

If you mean the "buyer request" section, that feature has been removed and replaced with "buyer briefs". The system will match you with a buyer if it deems you a good fit, and you will be able to make an offer only when that occurs.
