Hi @imran_ahmedy how are you. Rising talent badge is given by Fiverr Officials Team, If they think that you are good to be a rising talent on Fiverr then You will get a rising talent badge. I suggest you to learn more don't depend on this answer go around and search on google and fiverr forum. You will find more information related to this topic.

RISING TALENT is unlike other sellers' level on fiverr; i have seen a seller with 2 reviews and has the RISING TALENT BADGE.

In my view, fiverr awards the rising talent badge to sellers they wish to give. No know criteria qualifies a buyer for this badge. However, quality service, good r e v i e w s, abiding with fiverr's TOS and promoting your gig can be a additions!

Fiverr’s Team reviews new Gigs and handpicks them based on quality and potential. 

They have certain criteria according to which they decide the Gigs that will be handpicked.

It is a temporary badge hand picked by the Fiverr team to help promote the seller for a short time before it goes away. I am pretty sure you can only get it once and its only there for a short time.

It is a temporary badge selected by Fiverr Team. You are likely to get the badge when you are new to Fiverr and make few good sales with 5 star review and quick communication. 

Aiming for Level 2 & Top Rated Seller is more logical goal rather than Rising Talent Badge I think.
