If you just want to file a complaint, then here's the basic ticketing system: https://www.fiverr.com/support_tickets/new

As for if Fiverr will actually do anything about it, that depends on the kind of fraud. 

Chargebacks, for example, are covered as-long-as you indeed fulfilled your end of the contract completely. https://www.fiverr.com/support/articles/360010978618-Chargebacks-and-seller-protection

If your contract has loopholes, though, there's nothing Fiverr can or will do.

Beyond that, it might depend on who you get as a Customer Service rep.

Also, if you just need to vent about the situation in general (not seeking help, but in a 'listening buddies at the bar' kind of way), then The Ranting Pot category here on the forums is for that. Bad buyers are a common problem.
