Why Buyer Requests disappear so fast?

I am new to fiverr. I noticed that every buyer request lasts for very short time, so much so that I couldn't even finish my proposal!  I was writing a bid for buyer request which took roughly 3-4 min. As soon as I was done writing & hitting the submit button the buyer request was no longer available. Now my question is,

1.  Why Buyer Requests lasts for insanely short time?
2. Like I said, as soon as I finished writing my proposal the request was gone. Does that mean the buyer didn't received my proposals as it was no longer available in my feed?
