As far as I am aware, the buyer request feature is working just fine. Perhaps there are no requests that you qualify to respond to.

Don't expect the BR section to be your primary source of sales. Take the time to  learn how to find success as a businessman/woman, and you'll be walking in the right direction. You will have to take steps to earn your orders. They will not magically appear in the BR section.
