Why Active Requests Persist When No Buyer Requests

Kindly see the below attached image and tell me why the Actives requests always persist randomly, but sometime there is no buyer requests. If there is no request, then what is the mean to be active requests?

That means just there is no new requests yet. For my category I can see only 3,4 new request daily. Being active on fiverr has no connection here.
