What would be the point in requiring you to to verify for your identity if they let you make orders without it?

You can verify it with your Passport or ID as well. Just check which kind of verification is available for the country you are citizen.

14 days not enough time. many people get order first order after 3-4 months

The Fiverr forum community will disable your account if you don’t verify yourself and your account. I think you should check and read carefully their TOS of Fiverr for that
