How to become fiverr's offer in buyers request

Hello there, So today I got any other point that how Fiverr gig work or you get an order.

Whenever a new seller or top-rated seller send the offer to the buyer from the buyer request tab
then on the buyer portal, the buyer will see the Fiverr recommended gigs of some random people which is the main concern of my forum.

We learned many things about how to rank your gig, how to use the keywords.
But how you will come to the Fiverr’s Offer? Anybody knows then reply to my question.
