Why I have to pay fees if seller have asked me to cancel the order?

Seller didn’t made delivery on time
Sent a sample as delivered order

when I requested in the review to complete the order and don’t mark as delivered, he told me that doesn’t want to work anymore and open a dispute to have money back

Customer Support might be the best place to ask this type of questions. The right path to follow is: open a dispute with your seller. Try to go for a mutual cancellation. If you can’t solve it that way, contact CS and explain your situation.

The fees are still available for you to use, they just don’t show in your shopping balance. When you cancel, the price of the gig is refunded to your shopping balance. So, a $5 gig cost you $5 plus a $1 fee, so $5 comes back to your balance as credit. When you buy another $5 gig, it will use up the credit and you won’t be charged any fees at all because you already paid them.
