My question is I've just completed 8 orders since I joined Fiverr but recently Fiverr allowed me to use the features of "Top Clients" and "Portfolio" Can I assume that I'm performing well or It's just a routine process why I'm asking that, usually only Top Rated and Pro Seller can use these options so just to get an idea how well I'm working I need help to understand my performance.

That is not correct. Basic Seller can get those 2 options. You can check the Support FAQ to get answer:
