A question about order cancellation and review

If the buyer cancels the order, can they still leave a negative review, or can that only happen if I, as a seller, cancel the order?

Buyers are unable to leave a review if they:

First-time buyers who purchased for the first time in the marketplace.
Buyers that have a dual seller account.
Orders that were canceled with a chargeback.
