You can open a ticket at https://www.fiverr.com/support_tickets/new or you can send an email to support@fiverr.com. Or you can send me a message telling me about your issue.

The buyer was asking you to contact on Telegram, so Fiverr blocked it because it goes against Fiverr's community policies
