I can't figure out how to change my phone number on my account so I can change PayPal

Hello and I wish you a great day. 

My cell was stolen and my PayPal was hacked. I hated the phone and there wasn't money in PayPal so no problem but now I can't get payed because I don't have the old number and I closed the PayPal account due to fraud. How the heck do I change my old phone number so I can set up payments /withdrawls through PayPal or my bank?
