If you message old buyers, it can be seen as spam. As a buyer, I really don't appreciate it when my sellers contact me. I prefer to contact them when I'm ready and want to purchase from them. If you really want to give your buyers something free, do it as part of your order. Fiverr sends many promotional messages to buyers all the time and it's a bit spammy, in my opinion.
