Just wondering is it against Fiverr TOS, to msg old buyers to give free stuff like an ebook?

If you message old buyers, it can be seen as spam. 

As a buyer, I really don't appreciate it when my sellers contact me. I prefer to contact them when I'm ready and want to purchase from them.

If you really want to give your buyers something free, do it as part of your order. Fiverr sends many promotional messages to buyers all the time and it's a bit spammy, in my opinion. Give your buyers some space and let them come to you. If they do, sure, offer them a free ebook.
