* Would it be better to send a logo order to a buyer from these file formats?

It is neither better nor worse, as long as you include what you say you will include in your gig, for the price you say you will include them at. Beyond that, it depends on what file types the Buyer wants delivered.

It depends, but I would suggest to include png and pdf in each package of your and then you can charge for source file and vector file (Many client dont know how to open them and dont have right software and will become frustrated sometime and can give lower rating and they were not able to open vector file.)depending on the gig package and client requirement ,

Simple answer is it depends on what you offer to the client. If you offer a source file then you'll have to send it, if you don't then you don't need to.
