Just imagine if we have some issues we ask for customer support and they definitely help us but when you're in a situation that you want to submit a complaint about a customer support guy (because of they are not responding) . where to report against this 😁

You want to report a Fiverr customer service rep because they aren't answering you fast enough? Could it be that, maybe, you just aren't being patient, and waiting for a response? CS agents are busy people. They will respond when they are able to -- IF your response warrants an answer. 

If they choose not to respond to your complaints, then that is your answer as well.

This + reply to the last email in the chain to customer service.  It doesn't go to a specific person.  Requests go to a pool and get picked up by whomever is next in queue. But mostly what the previous poster said.
