How to denied client from outside contact?

Can anyone tell me how to denied a buyer wehn he talk about outside contact . how can I tell him properly this?

You can say it's out of Fiverr rules, not possible to go out of Fiverr

It is against Fiverr's TOS to communicate off the platform.

Yes, you can always say, it's against fiver's terms and condition to share any contact information or to communicate off platform. But be sure to be polite in such cases.

Just tell him that according to the Terms of Service all communication must take place via the Fiverr platform.
