I did it, and let me tell you how I managed to do it. 

CS Clearly mentioned that, it is not recommended to use multiple accounts from one connection, however, you can let them know that you and your sister are providing services on Fiverr from a mutual Internet line. 

You also have to tell them clearly, that BOTH ACCOUNTS WILL HAVE DIFFERENT PAYPAL EMAILS (If any), and BOTH ACCOUNTS SHALL NEVER EXCHANGE REVIEWS. 

After their consent you can start/continue working safely, Do it today.

IMPORTANT: You must use different bank accounts connected to the platform. Otherwise, your account will be restricted or banned.

There is no problem even if you are offering the same service, but to be on the safe side better to offer different services or just ask the CS about this. 

You should not do cross orders like place an order on the other account. 

Mostly, it is really safe to use multiple Fiverr accounts from one PC or IP address.

Yes! But you have to work on different domains and gigs also run these accounts on different systems with different Payment Methods.
