On every message in your inbox or on an order page, there’s an option to report. Click that and fill in the details.

Will the client get the notification that he has been reported?

You can report a buyer/seller by “Report” button in your inbox. Also you can flag Gigs by clicking “Flag” button in Gig page. Users won’t get any messages about who reported them. Fiverr team will review about your report before taking any action.
