What is meant by rising talent and how do you become one?

I know this have been asked earlier as well but Since I could not find a reasonable answer to it so I am raising my hand again in the hope that somebody with the right information can guide the people around.
It about the rising talent thing you see on the gigs lately fiverr have apparently modified its algorithm and most of the top searches instead of showing a senior level seller. shows most of the gigs which have 3-10 review only and the seniors are kind of push to later page. Where in one place I believe it is not fair to the people on fiverr who are helping clients since last 4 years just lose their place, on the same time I just cant ignore some of the new arrival being listed as rising talent. So regarding that what is it and how do you become one?

Thanks for the referring me to the discussion but I have already gone over and couldnt find the answer I was looking for. Let me rephrase it

“What are the criteria that the editorial team uses to see if you can be promote to rising talent or not”

The apparently promising gigs which can assure high performance by delivering quality work & customer satisfaction. This can be determined by their service/profile description, portfolios/work sample etc.
