friend of mine telling me that he got warning because he don’t reply to buyer.
is it against fiverr TOS? i don’t saw that in TOS when i take a look them.

Maybe your friend could share the exact warning he got? He may have been warned that his response rate was poor for not replying (you need to reply within 24 hours to messages to keep your response rate above 90%)

I believe it is when you go below 90%. Your dashboard will show green or red for the stats, check there. If it is red, you will lose a level. If you (or your friend) have broken the TOS, you/they may get a warning or get account terminated regardless of stats.
