I think you are exaggerating a bit and taking things out-of-context.

VPN use in UAE is not BANNED, but rather frowned upon, due to strict laws that prevents users from accessing pornographic materials and other sites that may violate the Kingdom’s policies.

The use of VPN is not allowed in UAE. Those caught could face jail time and fines of between 500,000 and 2,000,000 UAE dirham (US$136,130 and $544,521). It is illegal for anyone in the country to use a VPN or secure proxy service.

I live in Dubai trust me you can’t escape so please stop using VPN.

Actually it is ok to use VPN in UAE, but it is illegal to use VPN to commit crimes and other illegal stuff.
