if the buyer isn't a repeat customer they may not have a reason to wait for your response if you are late by 3hrs. Unless they believe you are the only seller capable of completing the job. If you were a buyer what would you do with a seller who doesn't reply right on time?

This happened to me only once. We have to make withdrawals during a working day or working hour. I wasn't aware of this and I made a withdrawal on a public holiday for 2 days and then after that weekend. I contacted the bank and they said to wait till Tuesday. I got the money and after that, I only make withdrawals during working hours. Monday to Friday, 10 am-2 pm working hours where I live.

Yes, it counts. But it's pretty much useless. I tested it myself.

It's no longer available. Fiverr replaced it with the "brief and match". To get the briefs turn on the "get brief" on the manage gig page. The algorithm will automatically match you with the buyer briefs if your gigs are well-optimized.
