Buyer used the work but is not paying

I want to block that buyer. How can I do that. I spent hours on his work and I am new to fiverr. He used my work on his website but now saying he is not using my work. Please help me Sellers what should I do?

All orders are paid for up-front – before a seller completes and delivers and order. If the order was completed, you have been paid, and the buyer has the right to use the results of the service they purchased from you.

The only way they could be using the service without your permission is if you refunded their order (and gave their money back) AFTER the order was completed and delivered. If this was the case, then yes, they are illegally using what you created without permission (since you gave their money back, and were no longer paid for the work).
