Flickr, YouTube and SoundCloud links should be ok, if they serve as samples of your work.

I was thinking about building a library of illustrations in Flickr where people could purchase illustrations. I’m not sure if this is against Fiverr TOS’s?

If it directs them to purchase outside of Fiverr, so that Fiverr doesn’t get its 20% plus the transaction fees, it certainly is. If the purchases would go through Fiverr, it’s probably fine, though you may want to contact Customer Support and ask them about it, just to be on the safe side.
