I am a web developer. I have an account on Fiverr. My brother is also a web developer and he wanna create an account on Fiverr in the same category from a different device. is it possible? please suggest me.

Note: we live in the same location.

Use Different network, then may be no problem.

If you use different device at same internet It may not be big issue.

I suggest you contact Customer Support, explain the situation to them, and ask them for permission and guidance.

However, do keep in mind they might tell you that your brother is not allowed to open his account. CS often allows the members of the same household to open their own accounts, but they can't offer the same service.

Perhaps the two of you can work as a team from your account?
