My account got restricted because a buyer placed an order asking to help him in assignment.Is there a way I can get my account back ASAP? Am I ever getting it recovered?

Well you broke the rules by working on academic content. Fiverr clearly states NO ACADEMIC CONTENT in their terms of service. So it's your fault for not reading the terms of service of the website you are working on. I have to say, I have a lot of people, at least one or two a week coming to me with academic requirements, I have a pre-saved message that this is against the rules and I report them to Fiverr because they are breaking the rules. Those people that want to hire others for their schoolwork won't succeed in life anyway if they want to take the easy road.
