Are you answering any concerns that buyer might have in the request?
Are you sharing your portfolio along with whatever you are writing to them?

Have you tried changing your method to see which one works for your niche?
Focus on your proposal/request and you'll end up having a customer soon

If you can send buyer request properly according to your skill and Buyer's requirements then you will easily get orders from buyer request.
And never give up. Take may take time to grow but if you implement patience in yourself then you will definitely grow.  : )

Write down your steps that how you are gonna do that work, start with that "word" if the Buyer mention in the job post, try to complete your proposal in 3-5 lines. Hope your proposal will be caught to Buyer's eyes

Fiverr is NOT a get-rich-quick website. You are NOT going to "get orders easily". That's not how competition works. 

If you want to compete for buyer requests, be personal, be helpful, and understand that you are competing against MANY other sellers, who also want that same buyer request job. You do not deserve that BR any more than they do, however, you can EARN it, by being the best personalized offer that fits the buyer's needs.

If you are a new seller, you can create a portfolio site and showcase you practice works or past works. Then you can attach the portfolio site link with your buyer request. Must discuss about the buyer project or problem in your request. Not just copy paste.

1- Read buyer request properly and Understand buyer requirements

2- Show your portfolio to your client so client get to know about what you can do for him/her

3- Set your pricing in a medium range of the buyer pricing

4- Communication matters alot in buyer request

5- Ask questions so the buyer knows that you are an expert

6- Drop a CTA (Call-To-Action) in your buyer request
